To participate in the electronic auction, each bidder must register on the online platform for electronic public auctions at the Ministry of Justice. Each bidder must pay a deposit of 10% of the announced price to the account at CCB AD Ruse: BG11 CECB 9790 1072 1049 01, BIC: CECBBGSF. Pursuant to Regulation No. H-3/06.04.2023 of the Ministry of Justice, At the time of registration, the participant applies:

Declaration under the Law on Measures Against Money Laundering;

Declaration of absence of circumstances under Art. 490 of the Civil Procedure Code and Art. 185 of the Law on Obligations and Contracts;

Receipt for paid deposit;

Power of attorney, if the application is submitted through a proxy.

The registration period ends on 15.10.2026. After the expiration of the registration period, bidding will take place within the period specified above. The platform sends automatic messages to all bidders to start the bidding twenty-four hours, as well as one hour before its start, in accordance with Art. 26. Bidding is carried out by each bidder only on the platform via a bidding command. When a bidding offer is received, the platform reflects this in the public information, automatically calculating and displaying the next price, one step higher. Two hours before the expiration of the bidding period, the platform sends an automatic message to all bidders to an e-mail address. The bidding ends at the specified time if no bidding offer has been submitted in the last 10 minutes of the auction. If a new offer is submitted in the last 10 minutes of the auction, it is automatically extended by another 10 minutes, counting from the expiration of the bidding period. The buyer is obliged to pay the price offered by him, minus the deposit paid, within two weeks of its announcement.
